AMOF, yes. The upstate NY GOP Reps have been promised that ...


Medicaid funding requirements will be shifted from the county governments to the state. It's believed NYC wouldn't be able to do this, but the mayor et al. might try to force the shift to state funding by working with the idea that NYC is actually 5 counties under NYS law.
